Maia (or rather amavisd-maia) is sandwiched between two SMTP servers,
one upstream, one downstream. The trick in your case is to have the
distribution groups broken out only at the downstream SMTP server. The
upstream SMTP server then just passes the original email address to
amavisd-maia, which then feeds the filtered result to the downstream
SMTP server, which finally breaks it out into its multiple recipients.
