[Maia-users] Small Question on account creation: How to disable new account notices sent to users.

This has been asked before, but...
When adding accounts with maiadbtool can
accounts be added **without sending**
the welcome to MAIA message/password to the user?

I thought that the setting "Auto-issue passwords to new accounts"
if set to "NO" would do the trick, but passwords issued.
