Well, I checked, there are two addresses and they were different, I had
thought I checked both before. I went to the welcome page and selected
High, now both addresses have equal settings and they appear to be equal
to the High protection settings in config.php...

But the welcome page still says 'custom levels in use'. If no one else
has this issue, I must have something not setup correctly, what else
causes this message to appear?
Thanks for the help!
