That's correct, yes.  As long as both servers are identically
configured, copying the database from one machine to the other should be
a transparent operation.  If any of the file paths are different,
though, you may need to tweak some of the config files to make sure
everything points to the right place, e.g. in maia.conf, amavisd.conf,
config.php, and possibly some paths on the System Configuration page.
As far as the user settings and data are concerned, though, those are
completely portable, so your evil plan should be perfectly feasible ;)
