Most likely you just need to set the proper path to your PEAR
subdirectory in your php.ini file.  Check the "include_path" setting in
your php.ini file and make sure it includes the path to your PEAR files,
typically something like /usr/share/pear.  While you're at it, make sure
it also includes the path to your Smarty libraries (e.g.
/usr/share/Smarty).  Restart your web server after making the changes,
and load configtest.php again.
