The template directory needs to be set on the Admin->System
Configuration page (the "E-mail reminder template file:" setting under
"Cache Expiry & Quarantine Reminders").  The $template_dir setting in
maia.conf only applies to the quarantine /digest/ script, not the
quarantine /reminder/ script (which expects to read the full path to the
reminder.tpl script from the database).

Also, note that the scripts look for /etc/maia.conf, not
/usr/local/etc/maia.conf.
