Maia uses a concept of "user accounts" and "addresses"--a user can own
more than one address that way, even if those addresses are in different
domains. This presents an interesting problem when it comes to allowing
a domain administrator to manage a user's settings/quarantines,
particularly if the user in question owns addresses in multiple domains.
For example, suppose User X owns joe at example.com and joe at example.net.
Now Admin Y has administration privileges for the @example.com domain
but not the @example.net domain. When Admin Y logs in and tries to get
a list of users with addresses in his @example.com domain, User X shows
up in the list (because he owns joe at example.com). So Admin Y can
technically manage the general user settings for User X, but should only
be able to manage the address settings for joe at example.com (not his
other address, joe at example.net).
My guess is that the "missing" addresses in your domain administrator's
list belong to users who have addresses in more than one domain, and
Maia (rightly or wrongly) doesn't think the administrator has sufficient
privilege to manage those addresses.
