[Maia-users] Domain admin can't see all users

I have a weird issue with Maia Maulguard 1.0.2 on a CentOS 4 system. Several
people are setup as admins for the primary e-mail domain on our system. I'm
the system-wide admin. When I login and go to the Users page to do
maintenance, I can see all of the e-mail aliases and Maia users listed. But
when my associate logs in and goes to the same screen, he doesn't see all of
the users or e-mail addresses.
He sees *some* of them, but there doesn't seem to be a pattern to it.

I even deleted and re-created his Maia account but the problem persists. Any
suggestions?
