Adding a new email address implicitly creates a new user account.  Use
the "Add new address/alias" feature if you want to add a new user
manually, or enable the user-autocreation feature if you want new users
to be added automatically when mail arrives for them.  Presuming that
your upstream mail server has been configured to reject mail addressed
to invalid/non-existant recipients, user-autocreation is perfectly safe
and much less tedious than manual entry.
