To do this for inbound mail:
(1) Go to the Settings page for your Maia user account, click on the
email address you want to configure, and set "Bad Header Filtering" to
"Disabled".
(2) Repeat this for any other Maia accounts you've already created.
(3) Go to the "Admin->Domains" page and select each of your domains, and
disable "Bad Header Filtering" there. This will make sure that any
/new/ user accounts you create will inherit these settings properly.
Existing accounts will have to be modified manually.
To do this for outbound mail:
(1) Go to the "Admin->System Configuration" page and set "Should the
System Default user (@.) only catch mail for local recipients?" to "No".
(2) Go to the "Admin->Domains->System Default (@.)" page and set "Bad
Header Filtering" to "Disabled". You can also change any of the other
filter settings on this page to determine how you want outbound mail to
be treated.
Note however that while this will prevent these items from being blocked
on the way out of your mail system, it will not guarantee that other
mail servers won't block these items. If your own users are generating
mail that does not conform to the RFCs regarding 8-bit characters, a lot
of their mail will end up being blocked/rejected by other sites, so it's
a problem you'll want to solve at your own mail server.
