[Maia-users] no ÄÖÜ sign in the geman language

Hmmm...very odd.  Checking the German language files in the repository,
they look fine (e.g.
<https://secure.renaissoft.com/maia/browser/trunk/php/locale/de/help.php>),
but the version that was exported from the repository (to put into the
tarball) does seem to be missing the special characters.  It looks like
subversion might be the culprit here.  I'll look into this and see if
there's an export option that won't mangle the contents.
